為鼓勵青年自組團隊走向在地，教育部青年發展署（下稱本署）自 95 年至 110 年辦理「青年社區參與行動計畫」， 培養青年對家鄉及生長土地的認同感，將青年的觀點、專長、創意與熱情轉化為實際參與，透過行動，協助社區活化及發展， 16 年來已鼓勵 596 組青年團隊實際參與了解社區運作，也撒下了青年對社區關懷的種子。為了讓更多關心社區、社會議題之 青年有機會深入在地，將建立青年在地行動網絡，以「Changemaker」號召有志協
