「亮睛工程」于2012年开始探索更大规模的扶贫模式，通过在眼科落后的地区设立「慈善眼科医院」，一年完成3000-5000例白内障扶贫手术，培训3-5名白内障手术医生，并逐步开展综合性眼科服务，包括：斜视、青光眼、玻璃体视网膜手术等。首家「慈善眼科医院」于2013年2月在广东汕尾落户，一年内完成3000例白内障免费手术。
